Which villain leads the conspiracy in Pixar's Cars 2?

Sir Miles Axlerod leads the conspiracy in Pixar's Cars 2.

Axlerod is introduced as the organizer of the World Grand Prix and a former oil tycoon who claims to have converted himself to electric power. His public campaign promotes Allinol, a new alternative fuel that he says will prove that clean energy can power high-performance racing.

The film later reveals that Axlerod is secretly responsible for the plot involving Allinol, electromagnetic weapons, and the race cars targeted during the World Grand Prix. His scheme is designed to make alternative fuel appear dangerous, allowing conventional oil interests to regain influence.

Professor Zündapp is another major antagonist and an associate in the conspiracy, but he is not its leader. Jackson Storm is the principal rival in Cars 3, while Chick Hicks is the aggressive racer who opposes McQueen in the first Cars film.
