Tokka and Rahzar are introduced as Shredder’s mutant henchmen in Teenage Mutant Ninja Turtles II: The Secret of the Ooze.
The two characters are created when mutagen transforms an animal and a wolf-like animal into humanoid mutants. Shredder intends to use them against the turtles, but their childish behavior and limited understanding make them difficult to control.
Tokka is portrayed as a mutant snapping turtle, while Rahzar is portrayed as a mutant wolf. Their pairing is specific to this film and should not be confused with Bebop and Rocksteady, the better-known henchmen from the 1987 cartoon.
The sequel also explores the origin of the ooze that transformed the turtles. Its lighter tone, musical sequences, and new mutants distinguish it from the darker 1990 film, even though Shredder remains the central antagonist.
