Which Soviet state organization negotiated Tetris licensing with Henk Rogers?

The story behind the answer

The Soviet state organization that negotiated Tetris licensing with Henk Rogers was Elektronorgtechnica, commonly abbreviated as ELORG.

ELORG was the Soviet agency responsible for controlling the import and export of computer hardware and software. Because Alexey Pajitnov created Tetris while working at the Soviet Academy of Sciences, he could not simply sell the game internationally as an independent developer. Licensing authority instead passed through the state.

In 1989, Rogers traveled to Moscow after discovering that competing Western companies were claiming rights to different versions of Tetris. He met with ELORG officials and Pajitnov to negotiate rights for Nintendo's Game Boy release. The negotiations were complicated by conflicting contracts and differing Soviet and Western understandings of software rights.

A common mix-up is to choose Henk Rogers's company, Bullet-Proof Software, or one of the Western publishers such as Spectrum HoloByte. Those companies published or sublicensed versions; ELORG was the Soviet organization handling the underlying international licensing.
