According to tradition, the Christian stonemason Marinus founded a community on Monte Titano in AD 301 after fleeing persecution under the Roman emperor Diocletian. The traditional founding date is the basis for San Marino’s claim to exceptionally ancient continuity, although historians treat parts of the story as legendary.

The community’s independence developed gradually during the Middle Ages. Its Arengo, an assembly of heads of household, was an early self-governing institution, while the office of the two Captains Regent—joint heads of state—was established in 1243. San Marino’s Statutes of 1600 remain central to its constitutional tradition.

The wording “claims” matters: other places may make competing arguments about ancient republics or continuous statehood. San Marino is nevertheless the standard quiz answer because it is widely recognized for its claim to being the oldest surviving sovereign state and oldest constitutional republic. It is a small enclave surrounded by Italy, with its capital on Monte Titano.
