The Washington, D.C., punk band that released Out of Step was Minor Threat. Led by vocalist Ian MacKaye and drummer Jeff Nelson, Minor Threat formed in 1980 and became one of the central bands in the development of American hardcore punk.

Out of Step was recorded at Inner Ear Studios in January 1983 and released through Dischord Records in April of that year.
