Tetris Effect was designed as a sensory expansion of classic Tetris, combining familiar falling-block play with reactive music, vivid stage themes, and effects that respond to the player's actions. Producer Tetsuya Mizuguchi had long wanted to build a music-driven Tetris game, and development began around 2012 after discussions with The Tetris Company.

A common mix-up is confusing the publisher with the game's developers or platform holders. Monstars and Resonair developed Tetris Effect; Sony provided the initial PlayStation 4 platform, but did not publish the game.
