The International Energy Agency was created in 1974 in response to the 1973 oil crisis.

The IEA was established within the framework of the Organisation for Economic Co-operation and Development. Its founding members sought to coordinate energy policy, share information, and improve collective preparedness after oil-export restrictions caused severe economic disruption.

A central IEA obligation is maintaining emergency oil stocks equivalent to at least 90 days of net imports for member countries. The agency can coordinate a collective stock release when a major supply interruption threatens markets.

The IEA initially focused strongly on oil security, but its work later expanded to electricity, renewables, energy efficiency, climate policy, and energy technology. It is distinct from OPEC, which is an organization of oil-exporting countries.
