Napoleon Bonaparte created the institution during the Consulate, when France was recovering from revolutionary turmoil, monetary instability, and disrupted public finances. The bank began as a private company with public responsibilities and initially supported commercial credit and the government’s financial needs.
It received the exclusive right to issue banknotes in Paris in 1803, and its note-issuing privileges were later extended across France. Over time, Banque de France became the country’s central bank and a major institution in the European monetary system.
The bank’s role changed substantially after the creation of the euro. Since 1999, it has been part of the Eurosystem, working with the European Central Bank on monetary policy for the euro area.
