Which fictional people created the Rings of Power in J.R.R. Tolkien’s mythology?

The story behind the answer

The Elves of Eregion created the Rings of Power in J.R.R. Tolkien’s mythology.

Eregion, also called Hollin, was an Elven realm west of the Misty Mountains during the Second Age. Its smiths, led by Celebrimbor, worked with Sauron while he disguised himself as Annatar, the “Lord of Gifts.” Together they developed the craft used to make the Rings of Power, although Sauron later forged the One Ring in secret.

The Three Elven Rings were made by Celebrimbor without Sauron’s direct participation, but they remained connected to the wider ring-making project. The Seven Rings went to Dwarf-lords, and the Nine went to mortal Men. Sauron’s One Ring was designed to dominate the others.

The rings are sometimes attributed to Sauron alone. He taught and influenced the Elven smiths, but the actual makers of the Rings of Power were the Elves of Eregion, especially Celebrimbor. Eregion was later destroyed during Sauron’s war against the Elves.
