The Lima Declaration established the Pacific Alliance in 2011.
Chile, Colombia, Mexico and Peru announced the Pacific Alliance through the Lima Declaration on 28 April 2011. The initiative sought deeper integration among its members and closer links with the Asia-Pacific region. Its goals include the freer movement of goods, services, capital and people.
The alliance is a regional integration initiative rather than a continent-wide trade organization. Its founding members are all Latin American economies on the Pacific coast, and the group has emphasized practical economic cooperation, trade facilitation and external engagement. The Framework Agreement of the Pacific Alliance, signed later in 2012, provided a more detailed institutional and legal basis.
The declaration is sometimes confused with later agreements or with national declarations bearing similar city names. The Lima Declaration is the founding political document, while the 2012 framework agreement formalized the alliance’s structure. The Pacific Alliance also differs from Mercosur, another Latin American integration bloc founded through the 1991 Treaty of Asunción.
