Japanese Foreign Minister Mamoru Shigemitsu signed first for the Japanese government, followed by General Yoshijirō Umezu for Imperial General Headquarters. Representatives of the United States, China, the United Kingdom, the Soviet Union, Australia, Canada, France, the Netherlands, and New Zealand then signed.
