Which Assassin's Creed game was the first to let players recruit and lead an Assassin Brotherhood in Rome?

The story behind the answer

Assassin's Creed: Brotherhood was the first Assassin's Creed game to let players recruit and lead an Assassin Brotherhood in Rome.

Released in 2010, Brotherhood continues Ezio Auditore's story after Assassin's Creed II. Its main setting is Rome, which is controlled by the Borgia family and their allies. Ezio works to weaken that control while rebuilding the local Assassin organization.

A major new feature allows Ezio to recruit civilians, train them, and send them on missions across Europe. Recruits can also be called into combat, creating a strategic layer beyond direct sword fighting and stealth. The game also lets players restore Roman districts and use the rebuilt city as a base of operations.

Brotherhood is sometimes described simply as Assassin's Creed II's expansion, but it was released as a standalone title. Its title refers directly to the organization Ezio develops, rather than to a generic group of playable characters.
