Which ancient Greek historian described Minos as ruling the sea around Crete?

The story behind the answer

Thucydides described Minos as ruling the sea around Crete in his history of the Peloponnesian War.

In the opening book of his work, Thucydides presents Minos as an early ruler who possessed a strong naval power and controlled much of the Aegean. He connects this maritime dominance with the suppression of piracy and the collection of tribute from island communities.

Thucydides’s account is not a retelling of the Minotaur story. Instead, it treats Minos as a figure from the distant past while discussing the growth of Aegean power and the security of sea routes. His passage is important because it shows how the Minos tradition could function as political and historical memory as well as myth.

Herodotus also discusses Crete and Minos, but the specific early description of Minos’s thalassocracy is especially associated with Thucydides.
