The Soviet Union was not an original signatory because it was still officially neutral in the war against Japan when the declaration was released. The Soviet Union declared war on Japan on August 8, 1945, and joined the declaration soon afterward.
Japan initially rejected or did not accept the demand immediately. After the atomic bombings, the Soviet declaration of war, and intense internal debate, the Japanese government notified the Allies on August 14 that it accepted the declaration. Hirohito announced that decision publicly the next day.
