The building stood in Philadelphia as the Pennsylvania State House and was later renamed Independence Hall. It hosted both the Second Continental Congress, which adopted the Declaration of Independence, and the Constitutional Convention.
The convention met from May 25 to September 17, 1787. Thirty-nine delegates from twelve states signed the completed Constitution on the final day. Rhode Island did not send delegates to the convention and later became the last state to ratify the document.
The Constitution then went to the states for ratification rather than taking effect automatically. New Hampshire became the ninth state to ratify it on June 21, 1788, satisfying the document’s requirement. The new federal government began operating in 1789.
