The Trade Facilitation Agreement entered into force on 22 February 2017 to simplify and modernize customs procedures. It was the first multilateral agreement concluded by the World Trade Organization since its creation.

The agreement requires members to improve the transparency, predictability and efficiency of border procedures. Measures include publishing customs information, enabling advance rulings, offering appeal procedures and encouraging electronic payment and automated processing.

Its implementation is structured around members’ capacity. Developing and least-developed members can classify commitments according to whether they can implement them immediately or need additional time and technical assistance. This design links obligations to practical administrative capability.

Trade facilitation is different from trade liberalization through tariff cuts. The agreement mainly reduces delays and administrative costs at the border, which can be especially important for smaller firms and landlocked economies.
