The first World Trade Organization ministerial conference, held in 1996, was the Singapore Ministerial Conference.
The meeting took place in Singapore from 9 to 13 December 1996. It was the first major ministerial gathering after the WTO replaced the GATT framework in 1995, so it helped establish how the new organization would conduct high-level negotiations.
The conference produced the Singapore Ministerial Declaration. It also created working groups on issues that later became known as the Singapore issues: trade and investment, trade and competition policy, transparency in government procurement, and trade facilitation.
The Singapore conference is often confused with the Doha conference, which launched the Doha Development Agenda in 2001. Doha was the fourth WTO ministerial conference, not the first.
