What is the name of the villain who secretly organizes the plot in Pixar's Cars 2?

Miles Axlerod secretly organizes the central plot in Pixar's Cars 2.

Axlerod presents himself as a former oil baron and the organizer of the World Grand Prix. He promotes Allinol, an alternative fuel, as part of the international event. Later, the film reveals that he is behind the scheme involving electromagnetic weapons and the attacks on racers using Allinol.

The espionage plot causes Mater to be mistaken for a secret agent. Finn McMissile and Holley Shiftwell investigate the conspiracy, while Professor Zündapp serves as one of Axlerod's principal collaborators.

Finn McMissile is therefore not the villain, despite being involved in the spy storyline. Chick Hicks belongs primarily to the first Cars film, where he is Lightning McQueen's aggressive racing rival.
