Answer
Harmonized System
What is the name of the system used to classify traded goods? It is the Harmonized System, or HS.
The Harmonized System is an international nomenclature for describing and classifying traded products. Customs authorities use HS codes to assess duties, enforce trade rules and compile import and export statistics. The system is maintained by the World Customs Organization, an intergovernmental body headquartered in Brussels.
The HS Convention was adopted in 1983, and the system came into force in 1988. Its structure organizes goods into sections, chapters, headings and subheadings. Each internationally harmonized product classification is identified by a six-digit code; individual countries may add extra digits for national tariff and statistical purposes.
The HS is sometimes confused with SITC, the Standard International Trade Classification. SITC is mainly designed for analyzing trade statistics, whereas the Harmonized System is the principal customs classification used at the border. The HS is also distinct from the UN Standard Products and Services Code, which classifies products and services for procurement rather than customs tariffs.
