Under the table tennis expedite system, how many legal returns must the receiver make before the server loses the point?

The story behind the answer

Under table tennis’s expedite system, the receiver wins the point if they make 13 legal returns during a rally.

The expedite system is designed to prevent a game from continuing indefinitely. It may be introduced when a game has not ended after 10 minutes, unless at least 18 points have already been scored. Once activated, the server has only one service per point, rather than the usual alternating service sequence.

The receiver does not need to hit a winner. If the receiver makes 13 legal returns in the rally, the receiver wins the point. The server also loses the point if the service or subsequent play fails under the normal rules.

The system is often confused with the regular scoring limit of 11 points or the deuce rule. It is a time-control procedure, not a different target score. It can continue to affect later games in the same match if the relevant conditions recur.
