Matt Santos had served as mayor of which city?

Matt Santos had served as mayor of Houston. The West Wing presents Houston as the major city Santos governed before serving in Congress and pursuing the presidency.

His mayoral background distinguishes him from many of the show's other presidential contenders. Santos is portrayed as a pragmatic executive with experience managing a large city, and Josh Lyman sees that record as evidence that he could appeal beyond Washington's usual political circles.

The character later serves as a Texas congressman, creating a deliberate contrast between local executive leadership and federal legislative experience. Viewers sometimes confuse Houston with Austin, San Antonio, or Dallas because all are prominent Texas cities, but Houston is the city explicitly connected to Santos's biography.

Jimmy Smits portrays Santos during seasons six and seven. His campaign eventually succeeds: Santos wins the Democratic nomination, defeats Arnold Vinick, and is sworn in as president after the Bartlet administration ends.
