The first business improvement district was established in Toronto’s Bloor West Village in 1970.
Bloor West Village formed the first recognized business improvement area, or BIA, in 1970. Local merchants used the model to organize collectively, fund improvements, and promote their commercial district. The approach gave individual businesses a way to address shared concerns such as streetscape quality, events, cleanliness, and marketing.
A business improvement district generally covers a defined commercial area in which property owners or businesses contribute to a common program. Exact legal arrangements vary by jurisdiction, so “BID,” “BIA,” and related terms are not always interchangeable in every country.
The Toronto model spread widely. Cities adopted similar districts to support traditional shopping streets and strengthen local commercial centers, particularly when individual small businesses could not afford district-wide promotion or public-realm projects on their own. The model remains associated with collective action by local businesses.
