In the Super Mario series, the Koopa that rides a cloud and throws Spinies is Lakitu. Lakitu is typically shown wearing aviator goggles while hovering above the action in a small, usually smiling cloud.
In his classic enemy role, Lakitu follows Mario from above and repeatedly throws Spiny eggs. The eggs hatch into Spinies, whose sharp shells make them dangerous to jump on from above. This combination forces players to watch both the ground and the sky, especially in platforming sections where Lakitu can keep pace with them.
Lakitu is not the same as a Magikoopa, which is a spell-casting Koopa, or a Koopa Paratroopa, which has wings. Although Lakitus began as recurring enemies, the character has also taken helpful or neutral roles in later games. In Super Mario 64, for example, Lakitu acts as the camera operator, explaining the floating viewpoint that follows Mario. In racing games such as Mario Kart, Lakitu commonly serves as an official who signals race events and rescues drivers who fall off the track.
