President Snow is introduced as an elderly political leader whose appearance is marked by white hair and the smell of blood, which the novel connects to his habit of masking the scent of his genetically modified roses. He views Katniss’s defiance as a threat because her actions can inspire resistance in the districts.
Snow is different from Alma Coin, the leader of the rebel district of 13, and Plutarch Heavensbee, a Capitol official who later secretly supports the rebellion. Collins later explored Snow’s youth in the prequel The Ballad of Songbirds and Snakes, which is set decades before Katniss’s story.
