In Pixar’s Cars 2, who organizes the international World Grand Prix?

In Pixar’s Cars 2, Sir Miles Axlerod organizes the international World Grand Prix.

Axlerod is introduced as a former oil baron who claims to have converted to electric power. He creates the World Grand Prix to promote Allinol, an alternative fuel that he says can be used by any car. The race visits Japan, Italy, and England, giving Cars 2 a much broader international setting than the first film.

The plot later reveals that Axlerod is secretly the mastermind behind the espionage crisis. He uses modified cameras and Allinol to cause dangerous engine reactions, hoping to discredit alternative fuel and make oil appear indispensable. His identity is concealed for much of the story.

Axlerod is sometimes confused with Professor Zündapp, another villain involved in the scheme. Zündapp is a German scientist and henchman, while Axlerod is the organizer and principal hidden antagonist. Eddie Izzard provides Axlerod’s voice.
