In Pixar's Cars 2, who is the villainous organizer behind the World Grand Prix plot?

In Pixar's Cars 2, Miles Axlerod is the villainous organizer behind the World Grand Prix plot.

Axlerod presents himself as a former oil tycoon who became an environmental campaigner. He promotes Allinol, a supposedly clean alternative fuel, and establishes the World Grand Prix to demonstrate its benefits to the world.

His real plan is to use electromagnetic pulses to make Allinol-powered cars explode or malfunction during the races. The resulting disasters are intended to discredit alternative fuel and increase dependence on oil. Axlerod's scheme is eventually exposed, and he is revealed to be the mastermind behind the international conspiracy.

Professor Zündapp is another antagonist and works directly on the plot, but he is not the organizer at its center. Finn McMissile and Holley Shiftwell are spies investigating the conspiracy, not villains.
