Miles Axlerod is revealed as the main villain behind the espionage plot in Pixar’s Cars 2.

Axlerod presents himself as the organizer of the World Grand Prix and a supporter of Allinol, an alternative fuel. The film later reveals that he is secretly responsible for the plot involving camera-equipped race cars, electromagnetic weapons, and attacks designed to discredit the fuel.

His plan depends on making Allinol appear dangerous when cars using it are exposed to the weapon. The resulting panic is intended to push the world back toward petroleum-based fuel, connecting the spy story to the film’s environmental and energy themes.
