In Pixar's Cars 2, which spy organization recruits Mater after a mistaken identity?

In Pixar's Cars 2, British Intelligence recruits Mater after a mistaken identity.

Mater is mistaken for an American agent during the World Grand Prix trip and becomes involved with British intelligence operatives Finn McMissile and Holley Shiftwell. His accidental participation drives the film's espionage plot alongside Lightning McQueen's racing story.

The organization is presented in broad fictional terms rather than as a detailed real-world agency. Finn is a British spy, while Holley is an agent who works with him. Mater's unfamiliarity with spy conventions causes him to interpret dangerous events as ordinary social or racing situations.

This setup distinguishes Cars 2 from the first and third films, which focus more directly on racing and Radiator Springs. The sequel mixes international competition with spy-film elements, including surveillance, disguises, and a global conspiracy.
