In Pixar’s Cars 2, which spy agency recruits Mater after mistaking him for an American agent?

In Pixar’s Cars 2, British intelligence recruits Mater after mistaking him for an American agent.

Mater becomes entangled in the spy story during the World Grand Prix. British agents Finn McMissile and Holley Shiftwell believe his odd behavior is deliberate cover and treat him as a valuable operative. Mater does not have formal espionage training, but his accidental actions help expose the conspiracy surrounding Allinol and the race cars.

The agency is represented chiefly by British intelligence operatives rather than by a named real-world organization. Finn McMissile is a British spy car, and Holley Shiftwell is an agent assigned to the investigation. Their mission links the international races to the film’s secret-agent plot.

A common mistake is answering MI6, the popular name of Britain’s Secret Intelligence Service. Cars 2 does not explicitly identify the recruiting agency by that specific title; “British intelligence” is the film’s canonical description. The CIA and FBI are American agencies and are not the recruiting organization in the story.
