In Pixar's Cars 2, which British spy recruits Mater for an international mission?

In Pixar's Cars 2, British spy Finn McMissile recruits Mater for an international mission. Finn mistakes Mater for an American secret agent after seeing him become involved in a dangerous operation.

Finn is designed as a classic British espionage car, with gadgets, surveillance equipment, and a calm investigative manner. His investigation focuses on a conspiracy connected to the World Grand Prix, Allinol fuel, and a group of criminal cars.

Holley Shiftwell is Finn's fellow agent and eventually works closely with Mater. Although Mater is not a trained spy, his honesty and unconventional actions help expose the conspiracy. Michael Caine provides Finn McMissile's English voice.
