In Pixar's Cars 2, which British spy car recruits Mater for an investigation?

Finn is a British spy car who mistakes Mater for an American agent after seeing him at the World Grand Prix. Although Mater is not a trained spy, Finn recognizes that his apparently confused behavior can help him move unnoticed through situations where a conventional agent would attract attention.

Finn and Holley Shiftwell investigate a conspiracy connected to the World Grand Prix, Allinol fuel, and a group of criminals who want to discredit alternative energy. Mater becomes involved in the operation while continuing to act as McQueen's crew chief.

Finn McMissile was voiced by Michael Caine, whose performance draws on the tradition of stylish British espionage films. Holley Shiftwell, voiced by Emily Mortimer, is another British agent and eventually becomes Mater's partner. Finn is therefore different from Professor Zündapp, the villainous scientist working for the plot's criminal organization.
