The World Grand Prix begins in Tokyo and then moves to Porto Corsa, a fictional Italian coastal city. London is the third and final race location, so it is distinct from the earlier stops even though all three are presented as major international events.
The London setting also supports the film's secret-agent atmosphere. Cars 2 draws on British spy-movie conventions, including covert missions, surveillance, and a villainous plot involving the race. The city therefore serves both the sporting finale and the action-adventure storyline.
