Victor Shoupe is the sheriff in Outer Banks Season 5.
Cullen Moss plays Shoupe, a character who appears in the series from its early seasons. The character begins as a deputy working under Sheriff Peterkin and later takes over as sheriff after her death.
Shoupe is not the same character as Sheriff Peterkin, who is played by Adina Porter and appears in Season 1. Shoupe’s promotion within the fictional police department is part of his continuing role in the show’s law-and-order storyline.
For Season 5, Cullen Moss was promoted to series regular. That change gives Shoupe a formally larger place in the final season’s cast, although the character’s exact plot actions are separate from his job title.
