In Greek mythology, which king ordered the Athenian tribute to Crete connected with the Minotaur?

The story behind the answer

King Minos ordered the Athenian tribute to Crete connected with the Minotaur.

Minos was the legendary king of Crete and the ruler who kept the Minotaur hidden in the Labyrinth. After conflict between Crete and Athens, he imposed a tribute requiring Athens to send young people to Crete. Theseus later joined the tribute and ended the threat by killing the Minotaur.

The number and schedule of the tribute vary across ancient and later sources, so a question about its exact size can have competing answers. The ruler associated with demanding it, however, is consistently Minos in the standard myth.

Minos is also remembered in Greek tradition as a lawgiver and, after death, one of the judges of the dead. Those roles belong to other parts of his legend and should not be confused with his connection to the Labyrinth.
