In Disney's The Nightmare Before Christmas, the Halloween Town character who creates Sally is Dr. Finkelstein.
Dr. Finkelstein is an eccentric scientist with a hinged skull who lives in Halloween Town. He creates Sally, a rag doll brought to life through stitched fabric and magical science. Sally is his assistant, but she repeatedly escapes his laboratory because she dislikes being confined and wants greater independence.
The doctor is a supporting antagonist rather than the film's principal villain. Oogie Boogie is the major threat, while the Mayor serves as Halloween Town's civic leader. Dr. Finkelstein's role helps explain Sally's artificial construction and her unusual appearance. The film was directed by Henry Selick and produced by Tim Burton, with songs and score by Danny Elfman.
