According to 1 Samuel, the priest who raised Samuel at Shiloh was Eli.
Hannah dedicated her son Samuel to the Lord, and the child served at the sanctuary in Shiloh under Eli the priest. The narrative describes Samuel hearing a divine call during the night and initially mistaking it for Eli’s voice. Eli eventually recognizes that the Lord is calling the boy and instructs him to respond.
Eli also serves as a judge of Israel for forty years. His sons, Hophni and Phinehas, are condemned for their conduct as priests, and their deaths occur on the same day that the Ark of the Covenant is captured by the Philistines. Eli dies after hearing the news.
Abiathar and Ahimelech were later priests connected with David, while Zadok became a leading priest during David’s reign. None of them raised Samuel at Shiloh; that role belongs to Eli.
