Who was Spain's governor-general of Puerto Rico during the 1898 campaign?

The story behind the answer

Spain’s governor-general of Puerto Rico during the 1898 campaign was Manuel Macías y Casado.

A Spanish lieutenant general, Macías was appointed governor-general and captain-general of Puerto Rico on January 17, 1898, shortly before the Spanish-American War began. As Spain’s senior civil and military authority on the island, he directed the colonial government during the American naval attack on San Juan and the subsequent invasion.

When war broke out, Macías declared martial law and called for resistance to the United States. Puerto Rico had Spanish regular troops and local volunteers, but its military resources were scattered and its naval forces were limited. Macías also supported political measures intended to preserve Puerto Rican loyalty to Spain, including the use of autonomy as a counterweight to American intervention.

Macías left Puerto Rico in October 1898 after Spain’s defeat. A frequent confusion is identifying Ramón Blanco or Basilio Augustín, both prominent Spanish officials elsewhere in the empire during the war. Blanco was governor-general of Cuba, while Augustín served in the Philippines; neither was Puerto Rico’s governor-general during this campaign.
