Answer
Charles Kay Ogden
Who created the simplified system called Basic English? Charles Kay Ogden created it. Basic English was a controlled form of English designed as an international auxiliary language and as a tool for teaching English to people learning it as a second language.
Ogden developed the system during the 1920s with help from Ivor Richards. He presented it in his 1930 book Basic English: A General Introduction with Rules and Grammar. Its central idea was to express everyday meanings through a tightly limited vocabulary, fixed grammatical rules, and paraphrase rather than relying on the thousands of words used in ordinary English.
The core list contained 850 words, including a specially restricted group of 18 verbs called “operators.” Basic English was never adopted as a universal world language, but it influenced later simplified-English projects, including Voice of America’s Special English and Simplified Technical English. A common mix-up is crediting Richards alone: he was an important collaborator, but Ogden is recognized as the system’s creator.
