Otto von Bismarck chaired the 1884–1885 Berlin Conference on the European colonization of Africa.
Bismarck was the chancellor of the German Empire, and the conference met in Berlin from November 1884 to February 1885. European powers discussed rules for trade, navigation, and territorial claims in Africa during a period often called the Scramble for Africa.
The conference’s General Act recognized principles such as freedom of trade in the Congo Basin and freedom of navigation on the Congo and Niger rivers. It also promoted “effective occupation” as a basis for recognizing European claims, encouraging governments to establish visible administrative or military control.
The meeting did not include African representatives in the negotiations, and it did not draw the modern borders of every African country in one sitting. Its decisions nevertheless helped legitimize and organize European imperial expansion. King Leopold II of Belgium was central to the Congo Free State, but he was not the conference chair.
