The United States Joint Chiefs of Staff prepared the order, and President Truman approved it on 17 August 1945. General Douglas MacArthur later issued it to Japanese representatives after the formal surrender.

The order instructed Japanese forces to surrender to designated Allied commanders, disclose military information, preserve equipment, and await disarmament. It also provided administrative directions for the occupation of territories controlled by Japan.

General Order No. 1 was not the same thing as the Japanese Instrument of Surrender. The instrument was the formal capitulation document signed on 2 September. General Order No. 1 was an implementing military directive that translated surrender into instructions for Japanese forces across Asia and the Pacific.
