The Warsaw Convention created the legal framework for international air travel liability in 1929.

Signed in Warsaw on 12 October 1929, the Convention for the Unification of Certain Rules Relating to International Carriage by Air established common rules for international air transport. It addressed passenger injury and death, baggage, cargo, and the documentation used for carriage.

The agreement was especially important when commercial aviation was young and airlines faced uncertainty about differing national laws. It set limits and procedures for claims, while also defining responsibilities for carriers and required documents such as tickets and air waybills.

The Warsaw system was later amended by several protocols and supplemented by newer agreements. The 1999 Montreal Convention modernized and consolidated many of those rules, but the Warsaw Convention remains a major historical foundation of international aviation law.
