The coin was part of a set of circulating commemorative coins created for the 200th anniversary of American independence. Its reverse, designed by Jack L. Ahr, shows a colonial drummer beside a victory torch surrounded by 13 stars. The design replaced the usual eagle reverse used on Washington quarters.

Bicentennial quarters bear the dual date 1776–1976 rather than a single year. They were struck in large quantities for ordinary circulation, so they are familiar to many people and are not automatically rare or valuable simply because of their anniversary design.

The same legislation also authorized special reverses for the Kennedy half dollar and Eisenhower dollar.
