Which Roman emperor was the first born in a Roman province outside Italy?

The story behind the answer

Trajan was the first Roman emperor born in a Roman province outside Italy.

Born Marcus Ulpius Traianus in 53 CE at Italica in Hispania Baetica, Trajan came from a prominent provincial family. Italica was a Roman settlement in present-day Andalusia, Spain, founded for veterans after the Second Punic War.

Trajan became emperor in 98 CE after the death of Nerva. His accession marked an important shift in imperial leadership: although earlier emperors had family or political connections beyond Rome, Trajan was the first emperor born outside the Italian peninsula. His reign also expanded Roman territory to its greatest extent, especially through the conquest of Dacia and campaigns against the Parthian Empire.

Trajan is sometimes confused with Hadrian, who was also born at Italica and succeeded him. Hadrian, however, was born later, around 76 CE, and is better known for consolidating the empire and commissioning Hadrian’s Wall rather than pursuing Trajan’s expansionist policies.
