Kyle was a Populist senator from South Dakota. His bill passed Congress during a period when labor issues were receiving intense national attention, particularly after the Pullman Strike disrupted rail transportation and led to federal intervention.

President Grover Cleveland signed the legislation on June 28, 1894. Cleveland therefore approved the holiday, but he was not the legislator who introduced the bill. That distinction is a common source of confusion in accounts of Labor Day’s creation.
