Which Pokemon is shaped like a whale, Wailord or Spinda?

Wailord is the whale-shaped Pokémon, not Spinda. Wailord is a Water-type Pokémon whose design is based largely on a whale, especially the blue whale, and its official category is the Float Whale Pokémon.

Wailord is Pokémon number 321 in the National Pokédex and evolves from Wailmer at level 40. Its enormous proportions are part of its identity: the Pokédex lists it at 14.5 meters, or about 47 feet 7 inches, tall. In the games, it is known for its huge size and ocean-dwelling appearance.

Spinda is a very different Pokémon. It is a small Normal-type Pokémon resembling a rabbit or panda-like bear, with distinctive spot patterns. Its spots can vary between individual Spinda, making it famous for having many possible appearances, but it is not whale-shaped.

Wailord’s whale inspiration also helps explain its name, which combines “wail” with “lord” and may evoke the word “whale.” Its design additionally has elements that resemble a blimp or submarine, giving it a somewhat unusual shape compared with a realistic whale.
