Admiral Isoroku Yamamoto planned the Pearl Harbor attack as commander in chief of Japan’s Combined Fleet. He supported a carrier-based strike intended to cripple the U.S. Pacific Fleet at the beginning of a wider war.

Yamamoto’s planning drew on the effectiveness of naval aviation and on Japan’s need to gain time for operations across Southeast Asia and the Pacific. He insisted that the attack force train carefully and maintain radio silence during its approach.

Yamamoto did not personally lead the carrier force into Pearl Harbor. Vice Admiral Chūichi Nagumo commanded the striking force at sea, while Commander Mitsuo Fuchida led the first air attack wave. These separate roles are a frequent source of confusion in accounts of the raid.
