Zeus is the Greek god associated with sending Pandora as punishment after Prometheus stole fire.
In Hesiod's myth, Prometheus deceives Zeus and later steals fire for humanity. Zeus responds by ordering the creation of Pandora, who is sent to Epimetheus with a sealed vessel. When the vessel is opened, evils spread among humans, making Pandora part of Zeus's broader retaliation against humanity and Prometheus.
Zeus is the ruler of the Olympian gods and the central authority in this episode. Hermes also plays a role in some versions by bringing Pandora to Epimetheus and giving her specific qualities, but Hermes does not replace Zeus as the god who initiates the plan.
Modern retellings often present the myth as a simple warning about curiosity. Hesiod's original context is broader: it explains fire, labor, disease, and the difficult relationship between humans and the gods.
