Which fictional race did Tolkien create the language Quenya for?

The story behind the answer

J.R.R. Tolkien created Quenya as a language associated with the Elves.

Quenya is one of Tolkien’s best-developed invented languages and is based partly on features Tolkien admired in Finnish, Latin, and Greek. Within his mythology, it was spoken by the Elves of Valinor and later preserved as a formal or literary language in Middle-earth.

The language’s history is more precise than simply calling it “Elvish.” Tolkien imagined related Elvish languages, including Sindarin, and developed internal changes and relationships between them. Quenya is also called High-elven or High-elvish in Tolkien’s writings.

Quenya appears in songs, poems, names, and ceremonial speech. The famous lament “Namárië” is written in Quenya, while many Elvish characters in The Lord of the Rings more commonly use Sindarin in everyday conversation. The two languages should not be treated as interchangeable.
