Which Elven queen gives gifts to the Fellowship?

The Elven queen who gives gifts to the Fellowship is Galadriel.

Galadriel rules Lothlórien jointly with her husband, Celeborn, and welcomes the Fellowship after its escape from Moria. When the travellers prepare to leave, she gives each member an individual gift, along with Elven cloaks and provisions for the journey. These presents are practical aids, but they also express the Fellowship's connection to the Elves and their resistance to Sauron.

Among the best-known gifts is the Phial of Galadriel, given to Frodo. It contains light associated with Eärendil's star and later helps Frodo and Sam in Shelob's lair. Aragorn receives a sheath for Andúril, while Sam receives a box containing soil and a mallorn seed. Legolas is given a bow, and Gimli receives three strands of Galadriel's hair.

Elrond is not the gift-giver in this scene, although he hosts the Council of Elrond in Rivendell. Arwen is Galadriel's granddaughter, and Círdan is the lord of the Grey Havens.
