Which country moved the International Date Line westward in 2011 and skipped December 30?

The story behind the answer

Samoa moved the International Date Line westward in 2011 and skipped December 30.

At the end of December 29, 2011, Samoa advanced its clocks by 24 hours, changing directly to December 31. The change moved Samoa from the eastern side of the date line to the western side, aligning its working week more closely with major trading partners such as Australia and New Zealand. The neighboring territory of Tokelau made the same calendar change.

Samoa had previously been on the side of the date line that placed it nearly a day behind those partners despite its geographic position in the Pacific. The reform did not alter the length of the year; it changed which civil date was assigned to the next day. Samoa therefore celebrated New Year’s Eve in its new date-line position soon afterward.
